1.) At the end of all this we will need a way to mathematically express the degree to which the SDs changed the outcome of the election. This could be a straight percentage but I think it is more than that. What interests me is that some SDs will have effectively canceled out the votes of their own constituents. Even if the net-net is zero because two SDs cancel each other out if both of them voted in direct opposition to their constituents, then I think the measurement needs to capture that also.

Not sure if what I just said makes sense but if somebody can suggest some ways to mathematically express the impact of the SDs and the 'de-democratization' that they cause, I would appreciate it.
